1) A proposal that allows for the use of an ineligible player, picked from the pool of undrafted players, to begin playing immediately. The current rule says that ineligible players cannot begin playing until Game 71.
2) A proposal that says that starting pitchers can pitch in relief after Game 55 and in a playoff series. Starters have an endurance factor of 3 and the Starting Pitcher Rest Chart will be used to determine how often a starter can pitch in relief. All other relief pitcher rules apply.

3) A proposal to allow the signing of one Designated Player (a Hall of Fame card). The process for signing a designated player would be as follows:
a. A team looking to sign a designated player may do so between January 1 and that season's Free Agent Draft. Signing a designated player requires the forfeiture of a first, second, supplemental, third and fourth-round pick in that season's Free Agent Draft. A designated player CANNOT be signed unless those five picks are forfeited up front. b. If a team has multiple picks in any round of that season's upcoming Free Agent Draft, it must forfeit the higher pick in each round to sign a designated player. c. A designated player is signed to a five-year contract, at which point the designated player must be released. After the designated player's first season, the team holding his rights most forfeit a first-round pick, then a second-round pick, then a third-round pick, then a fourth-round pick in subsequent seasons. d. Over the life of a designated player's five-season contract, the team holding his rights will forfeit a total of two first-round picks, two second-round picks, two third-round picks, two fourth-round picks and one supplemental pick. e. Designated players cannot be traded.

4) A proposal to create a "Desmond Jennings rule" for players who play their first game after July 1 of the previous baseball season. Position players with 225 plate appearances, starting pitchers with 75 innings pitched or relievers with either 38 games pitched or 38 innings pitched would be considered eligible players.

5) A proposal to create a "home field advantage" rule. The home team has the option, at the beginning of every series, to either increase the range of his ballpark dimensions by two points while batting or decrease the range of his ballpark dimensions by two points while pitching. EX: Jamaica Bay Stadium is currently 1-11 for singles for both left-handed and right-handed batters. Before the beginning of a home series, the Imperials can either set singles at 1-13 for themselves while leaving it at 1-11 for their opponents OR set singles at 1-9 for opponents while leaving it at 1-11 for their themselves.
