1A) A modification to the existing rules regarding starting pitcher usage that would mandate a starting pitcher must record at least 15 outs (5 innings) or face 27 batters before being taken out.
1B) A starting pitcher can be taken out at any time if he gives up four runs in one inning or five runs in the game
1C) A starting pitcher can be taken out anytime after the third inning if he has allowed more baserunners than outs.
2) A proposal to begin using the Starting Pitchers Rest Chart so that a starter who is knocked out of the game early can come back before his standard turn in the rotation if he the chart allows it.
3) A proposal that would allow only starters with a * to start on three days' rest. All other starters would have to start on four days' rest.

4) The Free Agent Draft will be limited to 10 rounds every year, starting in 2012. This will consist of nine rounds and a supplemental round that will take place at the conclusion of Round 2. Teams that do not participate in the supplemental round will fill out their rosters with one player once the Free Agent Draft is complete.

5) Starting pitchers can pitch in relief after Game 65 and in a playoff series. Starters have an endurance factor of 3. The Starting Pitcher Rest Chart will be used to determine how often a starter can pitch in relief.

Suggestion: If a starting pitcher is made tired by the end of his rating+2 -- i.e., 7th inning for a (5), 8th inning for a (6) -- he CANNOT pitch the extra inning tired that is usually allowed. In other words, if you make a pitcher tired and the manager opts to leave him in, there's no extra disadvantage in his going the third extra inning.
